Google Play Generative AI Policy: How to Add In-App Reporting & Pass Review in 2026

The explosion of generative AI has transformed the mobile app landscape. From conversational assistants and AI photo editors to creative writing tools and voice synthesizers, thousands of Android apps now leverage large language models (LLMs) and diffusion APIs like Google Gemini, OpenAI, Claude, and Stable Diffusion.

However, with this massive wave of AI integration, Google Play has instituted strict, non-negotiable Generative AI Policy mandates. App submissions and routine updates are facing widespread rejections for one primary reason: developers are failing to provide the mandatory in-app content reporting mechanism and adequate output safety guardrails.

The Play Console Rejection Notice

Issue: Violation of Generative AI Apps policy. We found that your app provides generative AI features but does not include a user-facing, in-app mechanism for reporting offensive or prohibited AI-generated content. Developers must provide an accessible reporting flow without forcing users to navigate away from the app.

If you receive this notice during closed testing or production review, your release is blocked until you implement the required reporting UI, verify safety filters, and update your Play Console App Content declarations.

The 3 Pillars of Google Play's Generative AI Mandate

Google Play's policy requires compliance across three specific operational dimensions:

  1. Mandatory In-App Reporting: Users must be able to flag or report any specific AI output directly within the interface (e.g., a report icon or menu next to every generated message or image). External mailto: links or redirects to a website contact form do not satisfy this requirement.
  2. Prohibited Content Guardrails: Your app must proactively block the generation of prohibited content, including non-consensual sexual content, hate speech, self-harm instructions, malware, and real-money gambling exploitation.
  3. Accurate Play Console Disclosures: You must complete the Generative AI questionnaire under App Content, certifying how your model operates and where user prompt telemetry is sent.

How to Implement the In-App AI Reporting Flow

To satisfy Google Play reviewers, place a visible reporting mechanism directly adjacent to each generated response. Here is the recommended architectural flow:

1. Modern Kotlin & Jetpack Compose Implementation

Add a report action icon to your AI message bubble that triggers a report dialog: @Composable fun AiMessageBubble(message: AiMessage, onReport: (String) -> Unit) { Row(modifier = Modifier.fillMaxWidth().padding(8.dp)) { Text(text = message.content, modifier = Modifier.weight(1f)) IconButton(onClick = { onReport(message.id) }) { Icon(imageVector = Icons.Default.Flag, contentDescription = "Report AI Content") } } }

When clicked, display a standard modal with categorised violation reasons: 'Offensive or Hateful', 'Sexually Explicit', 'Inaccurate or Harmful', or 'Other', and send the logged message ID to your moderation backend.

2. Flutter Implementation

In Flutter chat interfaces, attach a PopupMenuButton or contextual report icon to every AI response widget: IconButton( icon: Icon(Icons.flag_outlined, size: 18), tooltip: 'Report AI Content', onPressed: () => showReportModal(context, messageId), )

3. React Native Implementation

In React Native, render a TouchableOpacity with a flag icon inside your AI chat bubble that opens an ActionSheet or Modal with violation categories, storing the flagged prompt and completion in your telemetry database.

Configuring API Guardrails & Safety Filters

Google Play reviewers actively test AI apps by entering test adversarial prompts (e.g., asking for offensive jokes, extreme violence, or dangerous instructions). If your app outputs prohibited content, it will be immediately rejected regardless of whether you have a report button.

  • Gemini API: Configure SafetySettings with HarmBlockThreshold.BLOCK_MEDIUM_AND_ABOVE across HARM_CATEGORY_HATE_SPEECH, HARM_CATEGORY_SEXUALLY_EXPLICIT, and HARM_CATEGORY_DANGEROUS_CONTENT.
  • OpenAI API: Run incoming user prompts and outgoing completions through the free OpenAI Moderation Endpoint (/v1/moderations) before rendering.
  • System Instructions: Anchor your system prompts with explicit guardrails: 'You are an ethical assistant. You must refuse any requests promoting hate speech, violence, or sexual content.'

Updating Play Console App Content & Data Safety

Once your reporting UI and safety filters are deployed, complete the compliance loop in Google Play Console:

  1. Navigate to Play Console > Policy and Programs > App Content > Generative AI.
  2. Declare that your app generates content using AI.
  3. Confirm that your app provides an in-app reporting flow and attach clear screenshots of the reporting button and dialog.
  4. Update your Data Safety declarations: Disclose that user prompts and text inputs are collected and shared with external server endpoints (e.g., OpenAI or Google Cloud) for functional processing.
  5. Use our free Privacy Policy Generator to draft compliant clauses covering AI data retention and third-party model processing.

Testing with Your 20 Closed Testers

Before applying for production access, upload your update to Google Play's Closed Testing track. Have your 20 testers exercise the AI chat and submit test reports using the in-app reporting feature. Use our Closed Testing Tracker to ensure full 14-day engagement metrics and pass your production review without friction.
